Due, in part, to their very different historical and cultural backgrounds, the Western and Arab worlds possess diverging opinions on several issues, and notably concerning the role of women in society. This essay deals with the issues arising out of discrimination based on gender, and more precisely on the situation of women in the Arab world. We shall address the following questions:

1. What are the tools used to evaluate the situation of women in a particular country? Are those tools efficient?
2. What is the current situation of women in the Arab world?
3. What could be done to improve the situation of women in the Arab world?

In 1995, the United Nations Development Program (UNDP) introduced two new indicators to its annual Human Development Report, GDI and GEM. This decision was taken in reaction to critiques received from several countries and non-governmental organizations, considering that the gap between male and female development in some countries was too important not to be considered and that this gap needed to be underlined in official statistic reports by making a clear distinction the two and by introducing an indicator of women’s empowerment (Klasen, 2006).
